Tennessee Correction Release Paths
No TDOC prison was identified inside Fentress County. A person sentenced on a local felony case may first remain in a county bed, then enter a reception center and later move to another Tennessee institution. The statewide system follows the person’s TDOC identity rather than the conviction county. A county record that says “transferred to TDOC” marks the end of county custody, not a return home.
A physical TDOC release can lead to parole, determinate release, mandatory reentry supervision, another approved community status, sentence expiration, or transfer on a detainer. Parole is conditional community release before sentence expiration following Board action. A detainer is a legal basis for another agency to take or retain custody. The formal release authorization and receiving record establish which path occurred.

Search Tennessee TDOC Releases
TDOC’s FOIL overview says the system covers felony offenders currently or formerly in state custody or under state supervision. It may show a photo, custody or supervision status, location, offense, sentence information, parole-hearing status, and release information. It is not a complete database of people whose only contact was a Fentress County misdemeanor jail stay.
Use the official Felony Offender Information Lookup with a custody-specific process:
- Choose Name, TDOC ID, or State ID as the search mode.
- For a name search, enter the last name and use first name, race, or alias matching when helpful.
- Complete the case-sensitive CAPTCHA and compare possible records by identifiers.
- Open the matching detail and record the exact status, location, release label, date, and retrieval date.
- Request the underlying TDOC record if a formal discharge or release authorization is needed.
TDOC ID is the Tennessee Offender Management Information System identifier. A State ID, or SID, is separate. MyTN also provides the Tennessee Felony Offender Search, but it presents TDOC information rather than Fentress County booking data.
Read TDOC Release Dates
A release-related date must keep its exact label. A Release Eligibility Date, often called RED, is the first date on which legal conditions may permit parole consideration. TDOC calculates RED, while the Tennessee Board of Parole decides parole matters. Eligibility is not a promise that the person will leave prison. A projected date is an administrative estimate. Sentence expiration is the calculated legal end of a term. Actual release is the recorded custody event.
FOIL’s public detail was not populated with a named example in the research, so no exact Tennessee field label should be invented. Read the live record. A future date can move due to sentence credits, credit loss or restoration, jail-credit corrections, concurrent or consecutive terms, appellate action, detainers, revocation, a release-plan issue, or a clerical correction. Even a Board grant may have conditions and can be rescinded before physical release.
Tennessee release percentages also depend on the offense, offense date, conviction, and governing statute. T.C.A. § 40-35-501 contains different rules and exclusions. The violent-offense rule often shortened to “85 percent” requires service of 100 percent less allowable credits, with credits capped so they cannot reduce service by more than 15 percent. Public Chapter 988 added offense-specific structures for offenses committed on or after July 1, 2022. Neither shorthand should be applied to a FOIL record without the judgment and correct subsection.
Sentence-reduction and program credits arise under T.C.A. § 41-21-236 only where the sentencing law permits them to affect the calculation. Disciplinary loss, later restoration, program completion, corrected jail credit, consecutive sentences, and detainers can all alter the displayed timeline. A county misdemeanor calculation should never be imported into the TDOC felony system, and the state calculation should not be imposed on a Fentress County jail sentence.

TDOC Release Record Sources
FOIL is a public summary. The institution or TDOC records office is the source for the underlying authorization and discharge record. TDOC Policy 511.03 illustrates fields such as offender name, TDOC ID, conviction date and county, date of birth, offense, release type and date, sentence expiration, and intended residence city and state. Those fields belong to the state process and should not be projected onto the county jail’s unknown database.
For current contact routing, use the TDOC central contact page. Placement can change, so the current FOIL location is more useful than guessing which institution serves Fentress County. When parole is involved, the Board provides the decision record and TDOC manages the release and field-supervision process. District 21 serves Fentress after release when state supervision applies.
Tennessee FOIL Release Fields
The official FOIL search supports name, TDOC ID, and SID routes. Search broadly enough to find the correct identity, but do not rely on name alone. Aliases and common names can create false matches. The comparison should use the TDOC number, birth information, offenses, and current or former state status as available.

The capture confirms how a Fentress County searcher enters the statewide lookup. It does not display a person’s release detail and should not be read as proof of anyone’s status.
Fentress State Supervision Handoffs
A FOIL status of parole or probation describes state community supervision. It does not mean the person remains incarcerated. District 21’s Clinton office is the published field office for Fentress, Anderson, Morgan, and Scott Counties. Supply the TDOC ID when seeking current office confirmation, since an exact identifier reduces namesake risk. The office is at 110 E. Parole, determinate release, mandatory reentry supervision, and felony probation have different legal bases. They should not be collapsed into “free” or “inactive.” An inactive FOIL result also needs full review. It can indicate active TDOC custody or supervision ended, but the detail and an official discharge record supply the event’s meaning. Tennessee VINE can provide a prospective custody-change alert across TDOC and participating local agencies. An alert is useful for timing, but the reporting custodian’s transaction remains the durable record. A VINE release notice may mark the end of TDOC control even when a detainer produces a transfer. Save the event, agency, and identifier, then compare them with FOIL and the formal authorization.
Federal Holds After TDOC Release
A TDOC release to a county facility, USMS, or ICE ends state physical custody while another custodian begins or continues custody. TDOC Policy 511.03 specifically distinguishes release to a Tennessee county facility. The record should identify the receiving entity. Do not convert the state’s release transaction into a claim that the person returned to the community.
ICE’s locator keeps released-from-ICE results available for only 60 days. USMS offers no public released-prisoner locator. If either agency is named as the recipient, use the matching federal process and preserve the TDOC record as proof only of the state event. Later absence from the ICE locator is inconclusive once its limited window has passed.
A release to a Tennessee county facility should be followed in that county’s admission record. Policy 511.03 also points to Tennessee SAVIN or VINELink notice when TDOC releases someone to a county facility. That alert helps track the custody change, but it is not the county’s certified admission record. Match the TDOC ID, release date, receiving county, and later booking identifier wherever those fields are available.
